A. Human Rights Conference &Youth Camp

A campaign for Culture of Peace and Non-Violence!
Youth concerned for Institutional Democracy!
Assemble a Better Nepal, a Nepal of Equality and Peace!

A campaign for Culture of Peace and Non-Violence, which was helded in Pokhara at Dipendra Conference Hall on 15 – 16 March 2004. Daman Nath Dhungana, Senior Human Rights Leader and Former speaker of House of Representatives was inaugurated this conference among 450 delegates and observers.
This
Programme was jointly organised by HRER
LIC-Nepal and INSEC. The conference was bring together 450 youth delegates from 70 district of Nepal and some international delegates as an observed. The international delegates have an opportunity for cultural exposure as well as learned the current human rights situation of Nepal. This also provided them an opportunity for networking and collaboration with the Nepalese youths.
The conference focused on Human Rights, Inst
itutional Democracy, Peace building, Media, Social justice and Youth issues. Several working papers under this theme also presented in the conference. It was also declare a Pokhara Declaration –2004 at the end of programme. This exciting event we looking forward to work together with you to build a better Nepal where peace and justice will prevail in each and every corner of the country.

B. Interaction programme under the tile of “Role of youth For Restoring Peace”
HRERLIC Nepal was organised a national and four regional level Interaction programme under the tile of “Role of youth For Restoring Peace” on March 2003. The main aim of that interaction programme is to find out major youth issues of the country and to pay the attention of concern community to define their role in the community. Here the major outcomes of the programme and the major Nepalese youth issues have been specified to inform the global community about youth rights situation in the country. Major Out comes of the programme:

  • It has sensitised people for paying especial attention on youth participation in peace building processes.
  • The participants agreed to increase youth participation in development activities and decision-making processes.
  • It is also identified that the concern party has to pay an especial attention to precise their weak nesses, which they did in previous time.
  • Media coverage has enlarged on youth issues.
  • Young people action for restoring peace has been initiated in the local level.
  • The interaction concluded to identify the causes and consequences to be grown the youth involvement in the conflict. Major causes are education system, unemployment, and lack of participation in every social aspects, political unwillingness, lack of opportunity, social structure and so on. Consequently, the interaction has also given stress to highlight people’s agendas to intervene the proposed government- Maoist peace dialogue for sustainable peace in the country. Therefore, youths can be the major stakeholders to work effectively for this.
  • Build up networking and solidarity among like-minded organisations.
  • Youth need to be led in the national level to raise awareness for peace building programme has been emphasised in the interaction programme.

Future Strategies:

  • Nation wide marching campaign to highlight youth agendas and other people’s agendas for increasing local awareness and their participation on peace building process.
  • Training on human rights and conflict transformation issues among the youths.
  • National and regional level workshop in order to increase youth participation and involvement in local conflict mediation programme.
  • To intervene the government-Maoist peace dialogue in favour of youth issues for solving major youths problems existing in the nation.
  • National and international participation to highlight Nepalese youth issues and their pathetic situation after their involvement in the conflict.
  •  Collecting resources and build up solidarity to work for the rehabilitation of conflict affected youth.
  • A memorandum including the conclusion of all interaction programmes will be submitted to the convener of government and the Maoist peace dialogue.

Major Recommendations come out to identify the role and responsibility of youth for restoring peace and to address the youth issues

  • The situation of rural youth should be thought critically.

  • Unemployment, starvation, poverty and drug abuses should be the major agenda of the peace dialogue.

  • Lack of critical thinking and awareness on youth quandary.

  • The state policy and mechanism should be transparent.

  • They should be known about the limitation of human rights.

  • The state has obligation to provide basic needs to the youths.

  • The self-identity of youth should be praised and respected.

  • Every people of the nation need to realise that peace is necessity for all with a view to have entire development of the nation.

  • Everybody has to think about his or her role for peace keeping.

  • Views of youths those who are carrying guns should be listened.

  • The views of people living in the conflict affected areas should be listened to identify the real situation of youth.

  • Touchy exclaims of rural villagers should listen patiently to heal their trauma. Therefore, they feel that there are people who could listen their voices.

  • Youth should be empowered with physical, mental and other means for their boost up.

  • Youth need to be identified positive and negatives ways.

  • Youth centred programme should be reached in each villages of the country where illiteracy and awareness is existed.

  • Due to the higher potentiality the mainstream political parties have to take a prominent role for youth mobilisation for restoring peace.

  • The respect on Rule of Law and human rights is needed.

  • Campaign should be launched in every VDCs of the country.

  • The victims and perpetrators should bring in the single forum to discuss on the future programme for sustainable peace.

  • The youths should bring the People’s agendas in the dialogue table organising concerned programme in the grassroots.

  • Regional and decentralised concept should bring for youth mobilisation.

  • There is needed to speak for youth.
