Human Rights Education Radio Program:
INSEC has been running Human Rights Education Program
through Radio Nepal (the only national broadcast media) and
also Sagarmatha FM. These programmes have wider audience
reach and are found effective to address the issues
concerning human rights. The programme effectiveness has
been reflected in the speedy formation of listeners’ club in
jails and the communities. These clubs have been organised
into
local and national chapters. They have emerged as active
propagator of human rights messages to the community. At
present, around
650
Human Rights Radio Listeners Clubs are playing active role
at different parts of the country and also in the jails
including in the women cells. About 6,000 persons have been
organized through such clubs.
Human Rights Education Radio Program
Informal Sector Service Centre (INSEC) is actively working
in areas of Human Rights and Social Justice. Believing Human
Rights to be the direct concern of the people, this centre
is focusing on making the people aware of Human Right class
to the people of the rural areas with the help
of its network

Radio communication proves to be an effective medium due
to the geographical terms of Nepal. Among all the means
of communication, radio is the one that can be transmitted
every corners of Nepal. In other words, radio is played
in rural areas more than in towns. Keeping these things
in mind, INSEC has been broadcasting Human Rights Education
Programme (HREP) since 1994 through Radio Nepal.
From 1994 (2051B.S. Magh 7) INSEC along with the participation
of other Human Rights Centers started to conduct this radio
program through Radio Nepal, a national media. But from
1995(2053 B.S. Kartik 4) INSEC has been conducting this
HR education program through Radio Nepal.
Now the Human Rights Education Radio Program has completed
7 years. It has succeeded in corresponding with many listeners.
Every week, the best letter selected from the letters received
by the listeners is broadcasted in the radio.
HREP is one of the most popular programs of Radio Nepal.
According to ' Radio ownership and listening in Nepal: a
National study survey conducted by Radio Nepal in 1997 the
programs has been cited by 5 percent of regular listeners
of Radio Nepal.
The content of the HREP includes HR concepts, evolution,
National and International HR Instruments and current and
various issues on human rights. It is being aired once a
week on Saturday at 8.35 am.
Objective
The main objective of the Radio programs is to build Human
Rights awareness among the general mass; to motivate listeners,
to share information on human rights with other local people
and to build up every listeners as a Human Rights Activists.
Procedure, Methodology
- HRE Radio Programs is running every Saturday at 8.35 am
on Radio Nepal. The program has to be recorded on Thursday.
- There are 4 persons to broadcast the programs. One is
coordinating the radio programs who write script
two
of them are
presentator
and another two are on drama. We are also broadcasting
5-8 minutes drama concerning various issues on human rights
within 25 minutes
- Radio programs has to be renewed annually with Radio Nepal
The content of the programs is designed in such a way that
it is simple, informative and easy to understand for the
common people.
Listener's Club
HRE radio programs is not merely the radio programs, rather
it is a part of broader HR campaign. The HR programs is disseminating
through listener clubs. In the Year 1996 (2053 B.S.) Radio
Listeners clubs were formed in 21 districts, which are affiliated
with INSEC. These Radio Listeners club were distributed
a radio. But afterwards, as the process of distributing
the radios was not so effective, we stopped that system.
At first, these Listeners Clubs were called Radio Listeners
Club affiliated to INSEC. But now these as well as other
Listeners Clubs are known as INSEC Campaign related Independent
Listeners Clubs. Besides this, with an intention to form
listeners clubs in the prisons, the center has formed listeners
club in 54 prisons and distributed 50 radios. But now, we
stopped to form listeners clubs and distribute radio in
the jail.
We have around 650
listeners' clubs. These listeners' clubs
are organizing district conferences, Quiz contests, Poetry
competitions, debate competitions on different issues on
human rights, legal literacy training, women empowerment
programs from time to time and INSEC Radio Section is also
participating in their programs .In this programs INSEC
is providing them only INSEC publications and certificates
to listeners clubs.
Focus Group
The focus groups of this program are the grassroots people
at large and specially the high school students and students
from initial level of college education. Radio is an effective
means of communication especially in mountainous and hilly
country like ours where most of the villages have no access
to roads. As mass illiteracy is the common feature among
the people of Nepal, radio broadcasting can play an important
role in improving development messages and raising awareness.
The program is affected over 75 districts.

is publishing yearly (listener's activities is included
in this magazine)
- published a song cassettes concerning on 30 articles of
HR Declaration 1948
- Listener's conference is organizing in every 3 years by
INSEC. Two conferences had already held.
- HR song competition was held in 1999 and has released
an HR songs album.
- Monitoring the listener's club time to time.
- Published Sticker, Postcards, brochure vivid occasions
- Making other radio programs concerning on human rights,
in parternership with other human rights organization. like
National Human Rights Commission and Gefont.
- INSEC has conducted a listener's club survey in 6 districts
in agreement with Media Point
- time to time conducting evaluation about this programs
ourselves through questionnaire.
- Economically supporting to National Committee of Human
Rights Education Listeners Clubs to organize trainings,
meetings, interaction programs, to publish
"Listener's Magazine" and so on.

Conference of Human Rights Education Radio listeners'
clubs was held in 2055 in Narayanghad

National Conference of Human Rights Education Radio
Listeners'
Clubs conference was held in 2055 in Narayanghad of Chitwan
district, Midregion of Nepal. And that was the First listener's
conference of Nepalese history too. Mr. Mukunda Prasad
Archery, former executive director of Radio Nepal inaugurated
the conference. In that two days conference were discussed
and giving training on different issues on Human Rights,
group discussion on Human Rights listener's club working
area, sharing information and experience etc. First listener's
conference also forms an 11 member committee. During this
period, committee has made a Listener's Club Act which
has to pass from Second Conference, published a Magazine "Shrota
Club" and communicating with whole listeners' clubs throughout
the country by
telephone, fax,
mail etc. The first listeners
club conference passed the planned to organize listener's
conference in every two years . But lack of recourses
we could not organizing the conference. First Radio listener's
conference was successful. There were more than two hundred
five participants participated in.

Objective
The main objective of this conference is to gather whole
human rights education listeners club's member in one
place and share their experience themselves.
To give training various issues on HR and also the conference
objective was how can we involve them in INSEC's HR campaign,
which helps us to disseminate HR issues in grass roots.
Second National Conference of Human Rights Education Radio
Listener's clubs was held in 2057 in Pokhara of Kaski
district. Minister of information and Communication Mr.
Jays Prakash Prasad Gupta was inaugurated the second
listeners'
conference.
