A Brief Introduction of HRERLIC-Nepal

Background:
National Committee of Human Rights Education Radio Listeners’ Club (HRERLIC) Nepal is a youth focused human rights organisation aiming at youth development and awareness for the protection, promotion and application of human rights. The conceptual idea of the organisation goes back to 1998 when a group of young volunteers working with INSEC (Informal Sector Service Centre) got involved with the radio listeners club and came the idea of educating the people by radio the then only means of communication reaching out the general public due to the restraints pond by the geographical and socio cultural reasons of accessibility.

The major stress of the radio programme has been on the involvement of people at the grass root level, by means of   providing information and then getting feedback from the general man people. The   radio programme was great appreciated by the people, which led to formation of local radio listeners’ groups in different districts and local comities.  This appreciation gave rise to the need for very coherent networking among the varied groups than the formation of human rights organisation with a well defined structure from top to bottom  (grass root level) with responsibility going hand n hand with accountability and legal registration of the organisation.

The potential strength of awareness and education was realised with the desire of the youth, women and children to break the schedules of living an apprised life. Now the organisation boasts of more the 75,00 of young members and around 650 HRE radio listeners’ club   have formulated with the initiative of the youth with desires.

We the members of this   organisation   imagine of society where……………

1.   Every citizen is free in an unconditional unsound and rational way.
2.  Every citizen enjoys the rights   to him or her by inherent of being born as human being.
3.   Every one is able to preserve their identity and of their colour status and religion.
4.   Every citizen is not only aware of his rights, duties and responsibilities but also tales the   initiative of   other aware of their rights and means as to how to protect there rights.

 Objectives
 
The major objectives that the organisation to looking to fulfill are

1.      To educate people on human rights in the grassroots.
2.      To utilities and mobilisation of the potential power of youth in the field of human rights to increase them to action against human rights violations.
3.      To strength local human rights clubs and their leadership capacity and personality development skill.
4.       Selection and document of local human rights activities and work for the upgrading of there personnel skill
5.      Network building among different local, regional, national and international like-minded organisations   as to build up networking and solidarity of varied human rights and youth issues in different level.

Major Concern Issues:

·        Youth Rights.
·        Development Rights.
·        Peace and Human Rights.

Target Group
The major groups targeted by the programme builders are definitely the general public but more specific important and case is given to the youth development with the realistic that they are the future citizens of the country. Gravity for educating the women, children and minorities is also realised as they are and are considered as deprived group from national mainstream of development process.

Methodology
HRERLIC based its actions plan in such a way that in spite of the beginning analytically it is informative supports and easy to understand for the common project with own basis formal education. organisation mainly deals with subjects related to rights them. Rights Based Approach (RBA) i.e the current HR affairs specifically in the rural area and thus many people know of it as "Youth Initiative for Rural Level’s Human Rights Movement in Nepal”. Here the implies is grounded on the principle of “planning for participatory programme " (PPP) where in the programme contents are planned according to the needs of the local community and the target groups are given the freedoms to participate in it the way that suits them giving equal opportunity   all the members of groups. At the end of programme the targets groups themselves becomes aware of the problems and the way in which to take action. thus eliminating the need for proper legal and cultural education thus the moderator of the programme just acts as a facilitator so as to reach down to the lowest level of approach.

Consequently the use of culture variety to project makes it easier for the general purpose and revatilied. In the programme the down- to- earth approach of the programme has to wide spread   as a mean for the success of the organisation.

Major Activities
a.       First national conference of human rights education radio listeners’ club in 1998 with the participation of 200 youths where the organisation have got a concrete shape, formed a national body, discussed on human rights issues and formulate policies and programmes.
b.      Second national conference of HRERLIC Nepal in 2000 with the participation of 288 youths including 70 girls. The conference declared a manifesto under the theme of youth initiative of rural level human rights movement in Nepal. They also discussed on to get a comprehensive picture of the situation in Nepal.
c.       Providing training own HR issues, rights to development, youth rights, organisational   management, capacity building and leadership to the youth.
d.      Regular publication of yearly magazine " listener's club " in Nepali version covering articles and information about current human rights isues and violations in various districts of Nepal to create awareness and educate the people.
e.       Formulation of Human Rights network in the regional and district level with a view to enhance the organisational coverage and potential youth led and youth centred human rights organisation in Nepal.
f.        National Level feature writing workshop for the members of National committee and HRE clubs to enhance the knowledge of creative writing and to develop the skill of journalism. Total 25 participants were involved and Mr. Vinaya Kasajoo worked as a resource person for a weeklong training. The fund was supported by INSEC  (September 2001).
g.      Celebration of fifth anniversary and Listener clubs award - HRERLIC has celebrated its fifth anniversary on 12th June 2002. On the same day it also awarded the best HRE radio listener clubs showing their best performance for the protection and promotion of human rights in the grassroots. Total 17 clubs from around the country were awarded representing three from each development region.
h.       Fund raising campaign- this year HRERLIC initiated fund raising campaign mobilizing local resources. In the first phase it distributed T-shirts, logo and motto of the organization printed on. The T-shirts are sold to the members of local clubs and other interested. Fund has been collected through this campaign and soon HRERLIC is going to launch its own web site to disseminate the organizational information around the world. Seed money for the printed T-shirts was provided by INSEC that is to be refunded after selling the T-shirts. National Committee members are paying Rs 500/- every year. And this organization also takes Rs100/- ($1.3) for affiliation fee and Rs 50/- ($0.70) for Identity card to support its fund. (Started from April 2001).
i.         Training- National committee also organized some local and district level training during the year 2001 and 2002. Total five district level training and nearly two dozen local level training were launched on behalf of this organisation. Mostly the subject matters of training were historical perspectives of human rights, child rights, women’s rights, National and international human rights instruments, role of human rights defenders, leadership and so on. National committee members work as trainers in all these activities. Nearly 2,000 people attended our awareness classes and most of the participants were youths, children and women.
j.        Rural communication training- On behalf of this organisation, this training was organised in Dhanusha District including the participants from five districts. Total 30 people attended this training for five days. This training developed the participants’ skills about feature writing, rules of journalism, wall magazine publication and interviewing techniques (February 2002).
k.      Wall magazine publication- various human rights education radio listener clubs are publishing wall magazine to share the local information where the printed educational materials are not easily accessible to the community people. Another advantage of this magazine is that the people can get medium to express their views and experiences against social evils and better ways for their solutions. It has been developed as a direct means of communication among the community people. Energetic youths and creative school children are involved with this campaign and in some clubs we have supported educational materials to publish it. Nearly 45 clubs are publishing such magazine regularly.
l.         Monitoring the local human rights listeners club, documentation and dissemination of the activities done by the member activities and supporting them physical materials to organise their campaigns in the grassroots.
m.     Support on the Community conferences and workshops, Street drama demonstration, library settlement, advocacy and awareness campaigns. 
 

Recent Activities:

·        Recently HRERLIC, Nepal has been conducted a national level and four regional level interaction programme under the theme of the role and responsibility of youth for restoring peace has been organised. The major aim of this programme is to highlight the role of youth during peace process and make it as a focal point of conflicting parties during the peace dialogue.

Regular Activities:

·        Various kinds of training, interactions, public hearing and workshops in the local community.
·        Wall magazine publication through its local network.
·        Library establishment.
·        Lobby, advocacy, pressurising and campaigns for peace, human rights and youth issues.
·        Creative competitions.
·        Celebration of world human rights day.

 Resources: -

i)                    Human Resources: - This is must integral past in the working of the organisation and the organisation has no shortage of it. At percent there are more then 600 local human rights clubs with more than 7 people as general member in each club. The latest data shows than more then 8,000 youths have been directly affiliated in organization. This is quite enough manpower for grassroots campaign. There are 13 district committees with more than 13 people involved in each district committee. Like wise in the central level there are 13 members and five advisors. National /central committee is the apex body of all the clubs. Similarly HRERLIC-Nepal has distributed identification card for nearly 500 activists as their best recognition and working responsibility on human rights actions. The secretariat of national committee is responsible for academic activities where as it’s regional members are responsible for grassroots campaigns and coordination.

Financial resources

At present affiliation fee and membership fee along with the income generated from marketing of some local resources are the mainstay of our resources .The other major expenditures of the administrative material and physical are provides by INSEC

Organisational Structure

National conference is the supreme power at the top of the organisation and it selects a national executive body of 11 youths by democratic process .The delegates of national committee represents
The national committee selects and forms a secretariat to handle the daily administration activities. National president leads the secretarial board. It is also responsible for policymaking, fundraising, managerial works and for national and international relationships.
The regional members are endowed with the responsibilities of reporting, monitoring and evaluating the activities of their own local region. District committee and local clubs are the complementing bodies of national policies.

Advisory Board
The advisory board has been nominated by the central committee with Comprising of notates and educated people from different background helping out with export suggestions and comments from the very beginning.

Networking
It is just the preliminary stages of the formulation of the organisation. There has been a dearth of networking at the national as well as in international level. As of now only INSEC is the major supporters and contributors to our organisation but at the district and local level we have our own networking system trust of our radio listeners’ club .etc
Thus we would also like to make an appeal to all the governmental, inter- governmental, non-governmental organization and international agencies for this extend support in emanate possible for the betterment Nepalese youth the lights for the times ahead

National Networks

  1. HRERLIC-Nepal Network : HRERLIC-Nepal has created its own network for Youth Initiative for  Human Rights movements in Nepal . HRERLIC-nepal has 13 district committee and more than 750 local clubs.  

  2. NGO Federation of Nepal : A federation of NGOs working in different sectors in the various districts of Nepal.
