A. Nepal: Country where the blood is
flowing.

I
don't know why I have to hear this everyday I wake up in the
morning. I wake up to feel a new day with new hopes and aspirations
but just as I read the morning newspaper and listen the radio a
chill goes through my spine.
Today a military Colonel was shot dead in my town. God! This is
crazy ...why this is happening here... my country was known as very
peaceful country but nowadays not any more...the conflict going on
is making us hard to breathe everyday. No security...u don’t know
whether you will return back home alive when you go out of your
house! My mom worries a lot. But I have to work...it is not possible
for me to halt my life and stay home....well I hope this will end in
near future!! I wish it would!!!! Internal wars and conflict has
just eaten up my country inside ....it's hollow within!!

I have picked up
this expression from Miss Roshni Rai’s internet base Daily dairy,
who is my colleague and a university lady in Kathmandu, Nepal. This
is just an example of Nepal to give the present situation of Nepal
for their present situation. And Nepal is already
recognised
as grave violators of human rights rather the country of Mt. Everest
& lord Gauttam Buddha.
Nepal is in
deepening crisis, due to the nine years long deadly internal
conflict between the government and the Maoists. After some years
winning 9 sits among 205 sits in the election of 1991, Maoists start
to kill police and army and vigorously taking money from people in
remote area. More than 10,000 people lost their lives in connection
with "People's War”. The government killed around 7000 lives where
the Maoists shared 3,000 lives more. According to the Informal
Sector Service Centre (INSEC), “The Maoists share the ratio by
around 2 (1.05) persons a day. In total, the increase has been
observed by almost 4 (3.83) persons per day.” These show the Maoists
are sharing almost half of the killing. The temporary seize fire was
broken in August 2003 when the army captured 19 people from village
and killed them in the doubt of Maoists. In against of this case
Maoists attack in the capital Kathmandu. Immediately they show their
power doing ‘3 days band.’
The nation’s
inheritance was in the hand of Gyanendra after the murder case of
Narayan Hity Palace where all the Royal family of king Birendra had
been killed in 2001. This incident was happened many years after
when king Birendra was forced to re-establish the parliamentary
democracy in the country by public revels in 1990. And the New king
retained executive power on him sacking the democratically elected
government and sidelining the parliamentarian parties on October
2002. The important point is that, Killings in connection with the
Maoist’s armed conflict after the Royal takeover by the State has
increased by almost 3 (2.77) persons per day according to the INSEC.
The increase of per day killings before and after the royal take
over proves the fact that more people have been killed after the
period when the king retained executive power on him sacking the
democratically elected government and sidelining the parliamentarian
parties. Though the king’s step may have come to quell the worsening
situation in the country, the facts prove that the action could not
bear the burn. In contrary, the solo move of the king may lead him
into the fray, as the facts direct. Any possibility to tackle single
handedly with the current situation for normalcy seems remote.
Common initiation is our need to rescue the nation from
bad-to-worst.
It’s not only
Nepalese problems; it is a grand problem of India. Being refugee and
the cause for treatment, some Maoist have inter in India due to the
open border. So it seems that the revel may also cross the border.
This movement of revel also may push the crisis between India and
Pakistan which is being more danger to the permanent of that area.
U.S.A and India had already advised Nepal to face this reality. “I
strongly urged the king and the Nepalese political parties to work
together to face the threat to Nepal. The preservation of Nepal’s
system of constitutional monarchy and multi-party democracy is
crucial to meeting the Maoist challenge”, US assistant secretary for
South Asia Affairs Christina B. Rocca said to them.
Nepal army force
against the revel is used in the country although 40% area of the
country is captured by Maoists. Now a days, armed solutions for this
problem decrease than before. But mobilizations of armed power are
not the long-lasting solutions of this conflict.
The economic condition is going more deadly decrease in the
country due to this revel. We don’t think cost of economic
corruption for development. However the country was more troubled
from poverty before this revel. Backbone of Nepalese economic
Tourists and investors are depressed. We
need to analyze the root causes of the Maoists’ armed conflict in
Nepal. Without knowing these we cannot solve the Maoist problem. Why
the Maoists politicians started this difficult policy for political
power? Why are the communities behind them?
The monarch,
King Gyanendra, through a declaration on 4 October 2002, dissolved
the elected government headed by PM Sher Bahadur Deuba and retained
executive power of the State on him. The pro-parliament political
parties, the Communist Party of Nepal (Unified Marxist-Leninist),
the Nepali Congress, Rastriya Prajatantra Party, People’s Front
Nepal, Nepal Sadbhawana Party (Ananda Devi) and Nepal Workers and
Peasants’ Party, have been flying the royal declaration from the
very beginning labeling it unconstitutional along with a demand to
correct it. They held a public meeting on 4 May 2003 in the capital
Kathmandu and declared a weeklong (phase I) peaceful agitation
against the royal drive. They have been going through the second and
effective and last phase of peaceful move now. But they have poor
agenda to assemble the mass and give the presser of him. It looks
they are just bargaining and bargaining. But here is no doubt
democracy is not so far from political parties. Professor Dr. Brian
Cobb said that Most of the Nepali people are not educated but they
are certainly not stupid. They know a bad thing when they see it.
At the moment
youth not just lead the agitation against the royal drive they have
stated the open debate on “Need of Monarchy system in Nepal”. They
have not only big mass they have clear vision and logic, they want
to develop institutional Democracy not a constitute monocracy. They
display the history where political parties have struggle with Royal
Palace for democracy two times on latest 50 years. One of the most
popular youth student leaders Gagan Thapa said, “This movement is
last struggle for Democracy”. We are being of the same mind; it
shouldn’t be good if our future generations also devoted their
moment to struggle for Democracy. International revolution shows
that Student and youth movements are the foundation of update.
Whose contributions catch the revolutions, obviously they should be
lead the nations. That was the history where youth lead the
movements and older faces lead the nations. This is not only
actuality this is claim of moment.
Same time, after
a one and half year’s silence, king has visited those rural areas
like Rukum, Rolpa which is the burning place of Maoists as well as
mostly effective places too. His face to face interactions to his
countryman and concerned their development demonstrate that he is
quite interested in politic as a leader. “Active king is demand of
times” expressing this vision he is involve in politic and walk
alone own his Road Map. Here another important point is that His
addresses on the western region announce the elections also.
A present
situation shows that, without main problems, Political parties and
Royal palace is challenging each other on the base of power. In this
case King Gyanendra’s road map only can’t solve the main problems
(violence) of the country without the help of political parties who
are reveling on the road for the re-establish of parliament and
Democracy. But king is never serious about Parties actions.
Parliament seems to re-establish which was kicked by king Gyanendra
two year before. It is necessary that king Gyanendra have to move
together with the advice of public representatives and the political
rules for the end of this violence. Participant of the elections of
parliament is the only one solution.
It
must be necessary to evaluate the series of political crises of the
Country. Some responsibilities person time to time exhibit political
crises. But political leaders take action on that person, not their
points. The contradictory statement by the Chief of the Army Staff
Prajjwal Shumsher J.B.
Rana at an army convocation program on 27th March 2002 not only
shows the Nepali political crisis he is an example of it. He said
“The point to be considered here, who led the country to this
condition? Is it due to the bad governance or the military? Is the
state of Emergency imposed as per army’s interest or due to threats
over the national security? We have to understand why we need it
before we plunge into debate on it. Does a government enjoying
majority in a multiparty system proclaim Emergency in army’s
interest? Should the terrorist attacks against the Constitution,
constitutional government and governmental mechanism along with the
innocent Nepali people not to be considered as national crisis? Why
were the suggestions put forward in terms of national security due
to undesired political activities ignored during the last twelve
years? We will have the reality exposed itself if these questions
are answered.”
Of course,
publicly his place of duty didn’t give him to evaluate political
situation. But in his every word reflects 12 years Nepali political
leaders’ bad governance not other. Political leaders never concerned
what is happening beyond Kathmandu valley. COAS Rana further said,
“Are the elected representatives carrying their responsibilities
actively in their respective constituencies? Why they are playing
non co-operative role against the security forces boldly facing the
terrorists in their own constituencies? Instead of working
collectively to inflict defeat over the Maoist activities, there is
a game going on to snatch power (among and within the political
parties) taking advantage of the uneasy political scenario, which is
against our national interest…”
So, political
parties also have to leave the toss of war and should try to fulfill
the wants of Maoists. Major parties are coming up with a new
proposal to deal with the Maoist problems. Otherwise, time wait for
no man. And also they have to decrease the support for Maoists by
making the good representative among that circles and areas that
were being backward in the policy creation level of the Hindu
country. According to the main political parties, “Key of political
solution is in king’s hand.” In Nepal, Royal palace is that which
have not only Army’s power but the most effective power is that it
has moral support of Nepalese. And they respect the king as a live
god, because King is the parent of Nepalese not a player of
politics. They want warm loves not Governor. New King’s different
addresses to the nation prove that king also commitment to
democracy. His Majesty the king’s address to the nation on Friday
4th October 2002, he believed, “The greater good of Nepal and the
Nepalese people is our only goal. History is witness to the fact
that the institution of Monarchy in Nepal has always been guided by
the wishes and aspirations of the people. We have time and again
expressed our commitment to democracy and we would like to assured
our countryman that democratic ideas will always continue to guide
us.”
His Majesty the
king additional proves shah Dynasty is flexible in people demand.
His Majesty the king continue “It is known to all that in keeping
with the tradition of the shah Dynasty to remain ever dedicated to
the paramount welfare and progress of the Nepalese people, the
democratic multiparty polity was reinstated in the kingdom in 1990
in accordance with the wishes of the Nepalese people. It is also
clear that during the twelve years since its reinstatement, a number
of political exercises have been adopted for the consolidation of
democracy”. Not only this if you scan king’s different addresses to
the nation, you will get more love and responsibilities from the
king to his countryman.
Here are
difficulties; his address and action have dissimilar. History teach
us, It is a bitter truth that those who have army and guns will
never give his power easily to those who cry for power especially to
those who had pushed the country into a chaos and to measurable
state. Here, Present Political leaders are bad not political
parties. Democratic governments were unsuccessful not Democracy.
In this century, we know single Democracy is hardware; Democratic
parties are operating system and Nepalese are user of Constitution
Monarchy System. Here we can’t say anything;
political parties demands are harm for nation or King’s Democratic
practical experiments are wrongs. But we are clear; King’s works
reflect he is in Non-Democracy way.
We need peace
and development. Democracy and human rights are not single two sides
of one coin; they are the basis of peace and development.
Human
rights should be respected and freedom should be provided for the
people. The government, Maoists and all political parties should
respect and promote human rights. International humanitarian laws
should be considered in times of conflict. Advocate
Shom Prasad Luitel, cry for the need of unity on his article
’History of Maoist’, where he said,
The Maoists should come in to the political mainstream, stop
violence and contribute to a developing nation. The government and
all political forces and human rights communities should make an
effort to solve the Maoist problem. All Nepalese, whether Maoist or
non-Maoist, together should bring peace in the country; a new era
where everyone has basic human rights without regard to caste, sex,
religion, origin, economic status or political ideology.
Peace for
student, peace for Development, peace for Poor and so on. Social
science Student Roshni Rai further express her feeling on her dairy
“U know today I woke up early to look
forward for a beautiful day but some things never happen.....I
change and then get ready for my college ..And off go to my bus
stop. The bus comes picks me up and. Hoping to meet my best friend
and share all my problems.....I rush toward the day....BUT ALAS!!
When we reach the college gate the guard tells us "RETURN BACK
there’s A STRIKE...NO STUDIES no COLLEGE" my dreams shattered in the
ground.......It happens to every student who has dreams to share
vision and make their life better....But my place is filled with
black shadows of dirty politics that the light of our desires are
hard to see...HELP US PLZ.......MAKE WORLD A BETTER PLACE TO LIVE
IN!! PEACE.............”
The King must
chat gently on this serious matter (Communication with Democratic
political parties and Maoist). Communications were distorted under
the power of King, It was significant. Power comes from the
justifiable deeds and it is only democratic system that balances the
power. So the new king should proceed ahead by being humble to the
people. It is not time to challenging, watching and commenting to
each other. Announce date of election and continue process of
Institutional Democracy is the best road map to solve the existing
situation. The multiparty government process the election is the
best initiative to solve the current situation. Otherwise the
downfall is not too far and every day we loss our brothers and
sisters among us. We have already covered the history’s page into
Blooding pictures. That’s way the country should have to handle the
experience of previous seize fire. If not the country will become
failed and there is no options that the country become the heaven of
lawless and terror.
